In January 2025, Liberal MP Paul Chiang urged attendees at a media conference to abduct Conservative candidate Joe Tay and deliver him to the Chinese Consulate in Toronto, effectively endorsing a bounty issued by Hong Kong police.

Liberal Leader Mark Carney says Paul Chiang will remain a candidate under his party's banner, despite calls to drop the Markham-Unionville incumbent for suggesting people turn in a Conservative candidate to the Chinese consulate and collect a bounty.

 

"I view this as a teachable moment," Carney said during a campaign stop in Vaughan, Ont., Monday. 

Carney is facing external pressure to drop Chiang after he told a Chinese-language media news conference in January that people could cash in if they turned Joe Tay in to the Chinese consulate in Toronto. Tay is running for the Conservatives in the suburban Toronto battleground riding of Don Valley North. 

 

In December, Hong Kong police issued a bounty and arrest warrant for Tay — worth $1 million HK, roughly $184,000 — and other China democracy advocates. Tay is a co-founder of Canada-based NGO HongKonger Station and runs a YouTube channel that promotes democracy and free speech.

 

The warrants are largely seen as a way for authorities in Beijing-controlled Hong Kong to target vocal critics based abroad. At the time, Foreign Affairs Minister Mélanie Joly denounced the bounties. 

Carney called the comments "deeply offensive," but defended Chiang as a veteran police officer with "more than a quarter-century of service to his community."

 

"This is a person of integrity," Carney said. "It's also an individual who has family in Hong Kong. He's under no illusions about the situation there, the situation of broader China."

Tay has spoken out, calling the comments "insidious" and saying he now fears for his safety.

"His threatening public comments were intended to intimidate me, and they must not be tolerated," Tay said in a statement Monday.

"They are intended to send a chilling signal to the entire community in order to force compliance to Beijing's political goals."

 

Tay said even before Chiang's comments, he had been in touch with the RCMP about personal protection.

"Suggesting that people collect a bounty from the Chinese Communist Party to deliver a political opponent to the Chinese Consulate is disgusting and must never be condoned," he wrote. 

 

Chiang's apology rejected 

Chiang issued an apology Friday, saying his comments "were deplorable and a complete lapse of judgment on the seriousness of the matter."

Carney faced multiple questions from reporters about Chiang during his Monday morning housing announcement. He said Chiang has apologized directly to Tay.

 

"He will continue with his candidacy, going forward, having made those apologies very clearly to the individual, to the community and moving forward to serve," said Carney.

However, Tay characterized it as an "unsolicited attempt to contact me."

"I want to be clear: No apology is sufficient," said Tay. 

Gloria Fung, head of the community group Canada Hong Kong Link, said she was "absolutely appalled" to hear Carney's defence Monday morning.

 

"He has sent out the wrong message to Canadians that his party is not serious about the threat of transnational repression and election interference from a hostile foreign state player on Canadian soil," she told CBC News.

"It will also be sending a green light to foreign state players that they can continue with high-yield, low-cost transnational repression and foreign interference without any consequence. I can't believe what I heard this morning."

 

Fung's group is one of 40 diaspora organizations calling on Carney to revoke Chiang's candidacy. 

"The comments were widely seen as legitimizing foreign interference and potentially threatening Tay's safety," wrote a coalition of Canadian Hong Kong groups in a statement Sunday. 

 

"They stress that intimidation or threats against political candidates will not be tolerated and reaffirm Canada's commitment to protecting its democratic processes from foreign interference."

 

Poilievre, Singh reacts

Conservative Leader Pierre Poilievre said the comments go beyond being inappropriate or an off-colour joke.

"Joe Tay is extremely afraid. He's afraid for his life," Poilievre said during a stop in Saint John, N.B. 

 

"These comments by this Liberal candidate may well rise to the level of criminal because they called for someone to be turned over to a hostile foreign government on a bounty, a government that wants to kill this Canadian citizen."

Another group, Hong Kong Watch, wrote to the RCMP Monday calling for an investigation into Chiang's conduct.

 

In an open letter to Commissioner Mike Duheme, the group suggested Chiang's comments might fit the Criminal Code definition of "counselling to commit the indictable offence of kidnapping." The group also pointed to a provision of new foreign interference bill which makes it an offence to intimidate or threaten a person "for the benefit of or in association with a foreign entity."

"It is without question that Mr. Chiang's comments are an attempt to intimidate Mr. Tay and his supporters and to silence him during an election," wrote Ed Simpson, interim director of Hong Kong Watch.

 

"It is without question that there are implicit threats of violence and an illegitimate reward in the form of a bounty."

NDP Leader Jagmeet Singh said Chiang's comments would be disturbing for the many Canadians who have fled repressive regimes and still live in fear. As the foreign interference inquiry heard, Beijing is known to harass and intimidate members of the Chinese diaspora to assert control and suppress dissident views.

 

"For Mark Carney to say I'm going to accept his candidate really sends a message that that kind of commentary ultimately is acceptable," Singh said.

"Ultimately saying that for the folks out there who are afraid, the folks living with constant fear, 'You know what, you're less important to me, what's more important to me is my party.'"

A spokesperson for the Security and Intelligence Threats to Elections (SITE) Task Force, the body set up to monitor foreign interference during elections and leadership contests, said the comments don't fall under its mandate. SITE is made up of the RCMP, the Communications Security Establishment, Canadian Security Intelligence Service and Global Affairs Canada.

 

The task force reports to what's called the "panel of five," which is made up senior government officials who decide whether to go public with a warning to Canadians about possible election interference.

"The bounty against the other person is an example of transnational repression," said Laurie-Anne Kempton with the Privy Council Office during a briefing Monday.

 

"SITE is concerned about the bounty placed by Hong Kong on Mr. Tay."

A new Oxfam report has revealed significant accountability issues in the World Bank’s climate finance portfolio, with up to $41 billion in funds potentially unaccounted for between 2017 and 2023. 



The findings, released ahead of the World Bank and IMF Annual Meetings in Washington DC, indicate that nearly 40% of the Bank’s climate finance disbursements over the past seven years lack clear documentation of their final use.

The audit discovered a substantial gap between approved project budgets and closing records, ranging from $24 billion to $41 billion. As the largest multilateral provider of climate finance, representing 52% of all multilateral development banks’ climate funding, the World Bank’s tracking deficiencies raise serious concerns about transparency and effectiveness.

 

The timing of these revelations is particularly significant as countries prepare to negotiate a new global climate finance goal at the upcoming COP conference in Azerbaijan. Climate activists are advocating for at least $5 trillion annually in public finance from the Global North to support Global South nations, which face disproportionate climate impacts despite contributing least to the crisis.

 

Kate Donald, Head of Oxfam International’s Washington DC Office, criticized the Bank’s reporting practices, noting that current assessments are based on planned rather than actual expenditures. The investigation also highlighted the challenges in accessing and interpreting the World Bank’s climate finance data, with researchers encountering complex documentation filled with gaps and inconsistencies.

 

The lack of transparent record-keeping could potentially undermine trust in global climate finance initiatives at a crucial moment for international climate action. Oxfam emphasizes that this is not merely an administrative oversight but a fundamental accountability issue that could impact progress on climate action.

It will be he with WEF connections.

There is much controversy about Conservative PM Candidate Pierre Poilievere and his current or past involvement with the World Economic Forum (WEF) , or whether he was involved at all.

 

In 2021, Poilievre was listed on the WEF as is noted in this archived page. Since posting this, we have received a number of comments from Poilievre supporters denouncing this information with claims that anyone can post on the WEF site, web archives aren’t real, that posting a link back to the WEF website is not proof, or that it’s misleading to have anyone on the list without multiple confirmations of involvement.  

 

It is worth noting that while researching membership, we also noted that two other prominent politicians were removed from the WEF site the week of February 22, 2022; Doug Ford and Andrew Scheer. Screen shots taken prior to their removal are available in our library, and can also be seen archived on the same site that referenced Poilievre, here and here.

 

It is interesting that this is timed prior to elections. We did reach out to Mr. Poilievre’s office and asked if he could explain why he was listed on the WEF site when he is claiming he has never been involved with the World Economic Forum. At the time of writing we have not yet received a response.

 

Poilievre is a career politician who won his first elected seat in 2004. He is clean cut, intelligent, educated, well spoken and has made a name for himself calling out the government and demanding answers. He has recently announced that he will be running for Prime Minister of Canada in the next election, with freedom being a major part of his platform.

 

For the past two years, the Federal Conservative party has been generally quiet on all of the restrictions placed up on Canadians, and Conservative Provincial Governments have had some of the harshest restrictions in the country.  Why, now and only recently, are freedom and Charter Rights part of the Conservative platform?  One has to wonder if the national outpouring of support of the Freedom Convoy played a role in determining a favourable election platform. Or is it because now Poilievre is in a position of leadership and able to speak freely about his views?  But if that’s the case, why was he on the WEF website?

Big Difference between Male & Female, Old and Young:

A recent Abacus poll highlights a stark generational divide between younger Canadians under 30 and seniors when it comes to priorities in the current election.

For Canadian youth, affordability issues are the overwhelming concern with 47 per cent citing cost of living as a top concern, while 28 per cent stress housing affordability.



Meanwhile, older Canadians, especially those over 60, are more preoccupied with U.S. President Donald Trump’s influence, with 50 per cent listing “Dealing with Donald Trump” as a key issue in the election.

While the majority of Canadians (57 per cent) believe it’s time for a change in government, a large segment of Liberal-leaning voters seem less interested in domestic economic woes and more in the spectre of Trump.

Among voters who prioritize cost-of-living relief, nearly half (46 per cent) support the Conservatives, while those fixated on Trump back the Liberals by a margin of 54 per cent to 26 per cent.

 

This dynamic sets up a clear generational divide: younger Canadians are focused on tackling economic stagnation, soaring costs, and inflation, while older voters are fixated on a U.S. president.

A Juno News exclusive poll suggests that while the Liberals maintain an apparent lead, the so-called “shy Conservative effect” may indicate a more competitive race than surface numbers suggest.

According to the poll conducted by ONE Persuasion for Juno News, Mark Carney’s Liberals currently hold 41 per cent of decided voter support, with Pierre Poilievre’s Conservatives trailing at 35 per cent.

However, the Liberals are losing ground in the second most represented province Quebec.



The Bloc Québécois has surged ahead to 36 per cent, pushing the Liberals down to 34 per cent.

This follows Carney’s decision to evade the French TVA debate.

In Ontario, both the Liberals (45 per cent) and Conservatives (36 per cent) remain locked in a battle, while in the Atlantic provinces, the Liberals maintain a commanding 63 per cent lead.

Demographically, the poll indicates a shift in Poilievre’s male voter base, with Carney gaining traction among men aged 35-54 and 55+.

 

Among older women over 55, Carney commands a significant lead at 53 per cent, compared to Poilievre’s 27 per cent.

Carney was seen as the best choice for prime minister by 40 per cent of respondents, compared to Poilievre’s 26 per cent.

When respondents were asked who they believed their neighbours were voting for, Conservatives (29 per cent) led the Liberals (25 per cent), with 34 per cent unsure.

 

This polling method has previously been used to detect hidden conservative support in elections, most notably in the U.S. with Donald Trump.

U. Portland theology majors no longer have to take ‘Biblical Texts’- can take ‘queer’ class instead:

Students need ‘autonomy’ to explore their own ‘faith traditions,’ department chair explains

University of Portland theology majors will no longer have to take a class on “Biblical Texts,” according to the department chair who has previously said opponents of homosexual behavior are like the soldiers who nailed Christ to the cross. The departmental change will allow students more “autonomy” so they can take courses like “Queer Theologies.”



The Catholic university, run by the Congregation of the Holy Cross, also announced it will change the name of the department to “theology and religious studies.” The department changes drew criticism from a Catholic leader who spoke to The College Fix.

 

“This course examines how Biblical texts and interpretations shape faiths, theologies, spiritualities, ethics, practices, identities, cultures, and social and political dynamics,” a university description states. “It gives students tools to interpret and engage these ancient Jewish and Christian texts from the Mediterranean world in contemporary global contexts.”

 

Students must still take Theology 105, which does include a Biblical texts component, but now can “pick from a variety of upper-division courses to fulfill their second theology requirement,” according to The Beacon, the student newspaper.

 

These course options include “Queer Theologies,” “God Our Mother,” and a class on “the intersectionality of gender discrimination with other forms of discrimination.”

“Interculturalist Feminist Theology” is also an option. Students can also choose from more traditional theology courses such as “Christology” and “Biblical Spirituality.”

 

Department Chair David Turnbloom did not respond to multiple emails sent in the past two weeks asking for more information about the changes, including the deciding factors for the name change. The Fix also asked about the queer theology course and what benefits the class provided.

 

He told the student newspaper the change was “to allow students more autonomy over their UP education and provide students with the opportunity to take classes that align with their faith traditions,” according to the student newspaper’s paraphrase.

 

Turnbloom previously compared opponents of homosexuality to the soldiers who nailed Jesus Christ to the cross. “The anger of the Queer community is a grace-filled, divine instrument,” Turnbloom wrote for a Good Friday essay in 2022. “The question for Catholics is: do we have the competence to see our sin? Without this competence, any courageous acts of ministry run the risk of simply continuing the crucifixion.”




However, the leader of a Catholic organization said the changes are disappointing for a university “founded by and for Catholics.” “This functional apostasy is one more example of how faithful Catholics have been dispossessed of their own institutions by modernist heretics,” C.J. Doyle, executive director of the Catholic Action League, told The Fix via email.

 

“Courses in Queer Theologies, God our Mother, and Trickery, Gender, Power and Politics in the Bible represent a radical rejection of Catholic Faith and Morals, the institutionalization of heterodoxy,” Doyle said. “And the arrogant conviction that Catholic higher education belongs not to the Church nor to the Catholic community, but to an entitled class of culturally conforming academics who believe themselves unconstrained by any fidelity to the Catholic truth, or to ecclesiastical authority.”
