This week it was likely that rolling blackouts would occur in areas of the country where Mass Arrests were being made. Communications would be cut off for a short period of time. On Tues. 26 Jan. from 11 am to 3:45 pm there was a blackout, Internet outages and slow service on the East Coast from Boston to Washington DC.
