Tesla and SpaceX CEO Elon Musk has accused Reuters of “lying” in response to its report that he was planning to threaten to cut off Ukraine's Starlink internet access in order to provide the White House with leverage in its ongoing bargaining over natural resources.

The agency reported on the matter on Saturday, citing three US officials familiar with the plans. According to Reuters, the Ukrainians were threatened with an “imminent shutoff” of Musk’s Starlink satellite service during a meeting between Ukrainian leader Vladimir Zelensky and US President Donald Trump’s envoy Keith Kellogg in Kiev this week, should they not sign the deal on rare earths with Washington.

Musk took to his social media platform X later in the day, denying the existence of such plans and accusing Reuters of having fabricated the story.

“This is false. Reuters is lying. They are second only to AP (Associated Propaganda) as legacy news liars,” the billionaire wrote.

SpaceX has provided the Ukrainian military with Starlink internet since the escalation of the conflict with Russia in 2022, delivering more than 40,000 terminals over the course of the hostilities. The terminals have promptly become a key command and control tool for Kiev’s military.

Musk’s systems have also seen direct combat use, with satellite terminals repeatedly seen rigged to aerial and sea drones used by the Ukrainian military to provide them with reliable and hard-to-jam control access.

SpaceX reportedly secured a new Pentagon contract to expand Ukraine’s access to the Starlink satellite network late last year.

According to a Bloomberg report, a total of 3,000 Starlink terminals in Ukraine were granted access to Starshield, a more secure and militarized version of the system, under the deal.

The war in six frames...

Ukraine has lost a great deal in the three years since Russian President Vladimir Putin launched his full-scale invasion of the country. Tens of thousands of people have been killed. Entire cities have been destroyed. But last week, when U.S. Secretary of State Marco Rubio convened peace talks in Saudi Arabia, only Russian officials were asked to join the discussion. Ukraine just lost its seat at the table, too.

“Suddenly, Ukraine, a country that for the past three years has been the largest recipient of U.S. military and economic assistance, is at odds with its biggest patron,” The Globe’s senior international correspondent, Mark MacKinnon, writes in his latest analysis.

Yesterday, days after U.S. President Donald Trump called Volodymyr Zelensky a “dictator without elections” on (where else) Truth Social, the Ukrainian President said he’d be willing to resign if it meant peace and NATO membership for his country. But U.S. Secretary of Defence Pete Hegseth already shot down that idea at a summit in Brussels this month: A peace deal that secured NATO protection against future Russian attacks was simply “unrealistic,” he said.

On Friday, Trump again boasted about his “very good talks with Putin” and slammed Ukraine for continuing to “play it tough” even though “they don’t have any cards.” It’s a curious accusation. As MacKinnon writes, “supporters of Ukraine wonder why Trump – who claims to be a master negotiator – has already given Putin a major concession by ending three years of U.S.-led efforts to isolate Moscow, while getting nothing in return so far.”

It’s unclear what Trump expects to happen in the future. He wants half of Ukraine’s mineral wealth, which Zelenksy has so far refused to sign over, and demands swift elections, which would require Kyiv to suspend martial law before the war ends. In the meantime, Trump seems content to rewrite the past, insisting that Zelensky started the conflict and conned the U.S. into coming to his defence.

Ukrainian photojournalist Olga Ivashchenko has spent three years covering the reality on the ground, documenting the destruction of her country, the bravery of soldiers on the front lines, and the moments of humanity amid the horror. To mark the war’s third anniversary, she picked some of her most powerful images for The Globe. Here are a few of the ones she chose.

Last summer, a Russian missile slammed into Okhmatdyt, Ukraine’s largest pediatric clinic. The strike levelled a wing of the hospital, interrupting open-heart surgeries and forcing young cancer patients to take their treatments outdoors. Residents of Kyiv rushed to Okhmatdyt once they heard what had happened, bringing shovels to help rescuers get people out of the smashed concrete and shattered glass.

“The amount of Ukrainians who came from every direction was so impressive,” Ivashchenko writes. “They worked together as a well-oiled machine, passing water and other items in, and clearing the debris and rubble out, hand to hand along a long line of people.”

The missile strike demolished the hospital’s toxicology ward, where children with kidney disease had to be taken off dialysis and evacuated through the windows of the building. Fourteen-year-old Volodymyr Shpetna, above, was transferred to another hospital in Kyiv along with dozens of kids. “Thank God he’s alive,” his mother, Anelina, told The Globe from his bedside the day after the attack.

The drone war is nearly as important as the tank and infantry battles taking place along a 1,000-kilometre front line that stretches from the Kursk region of Russia through much of eastern and southern Ukraine. For the Ukrainian special forces sending aerial vehicles on kamikaze missions across the border, the fight is personal: Ivashchenko noticed in November that “For Ilya” was scrawled on a drone’s tail. It was a reference to one of the soldiers’ 14-year-old son, who had been killed by a Russian missile strike months before.

It has been hard for Ukraine to hold the offensive against the main Russian line in the Donbas region. When Ivashchenko travelled to Pokrovsk last fall, days after the last evacuation train left the city, she met 80-year-old Nina Shustova, who’d stayed behind in a nine-storey apartment without water or electricity. Her food had spoiled in the refrigerator; she couldn’t charge her phone to reach her family. Still, Shustova was sweeping up broken glass in the stairwell of her building because she wanted it to be tidy, though she seemed to be the last person there.

“Thousands of women travel hundreds of kilometres to spend a few hours with their loved ones, some of whom have spent the past three years at the front – without the possibility of leaving the army until the end of the war,” Ivashchenko writes. The train stations dotted along the front line are the backdrop for romantic reunions and sombre farewells. “Here you see the strongest hugs, the longest kisses and the most sincere tears.”

US President Donald Trump has congratulated Germany's conservative CDU/CSU bloc on its victory in Sunday's parliamentary election.

"Looks like the conservative party in Germany has won the very big and highly anticipated election," Trump posted on his Truth Social platform in an all-capitalized message, after initial results showed the centre-right alliance leading on 28.5% of the vote.

"Much like the USA, the people of Germany got tired of the no common sense agenda, especially on energy and immigration, that has prevailed for so many years," the president wrote.

The bridge has become an ideological frontier of sorts once again after the post-Communist Left party took the most votes in Berlin, and the far-right AfD won the surrounding state of Brandenburg, whose capital is Potsdam.

Germany’s federal elections yesterday revealed a deepening polarization in society, most notably between the former east and the west 35 years after reunification.

That matters at a time when Europe’s biggest economy is stumbling and business leaders are crying out for politicians to make the hard choices needed to reinvigorate competitiveness.

Friedrich Merz is poised to become chancellor at the head of a “grand coalition” of his center-right CDU/CSU bloc and the center-left Social Democrats, once they forge a common program for government. The question is for how much longer the center can hold.

The nationalist, Russia-friendly AfD was a big winner, doubling its support to some 21%, as polls predicted. Still, Elon Musk’s full-throated endorsement of Alice Weidel’s party failed to secure victory, and the AfD remains untouchable, shut out of coalition government.

US President Donald Trump posted a full-caps message of support for the conservative shift in Germany, without mentioning Merz.

Aiming for a government by late April, Merz is in a hurry. He cited “massive” pressure from Russia on one side and from Trump’s upending of the transatlantic alliance on the other, urging European “independence” from the US.

Merz sees solving Germany’s problems as key to defanging the AfD, and the ball is in his court.

Weidel is playing a longer game, waiting for him to trip up in the face of a growing list of domestic and international challenges.

Volodymyr Zelenskiy said he’d happily trade his presidency for Ukraine’s NATO membership, as the war reaches its three-year mark. He told reporters the US had dropped its demand for Kyiv to pay $500 billion as part of talks to give Washington a cut of Ukraine’s mineral wealth. Two top Trump officials declined to describe Russia as the aggressor, while the European Union plans a summit March 6 to accelerate military aid to Ukraine.

The Trump administration took aim at China with a series of moves involving investment, trade and other issues that raises the risk ties may soon worsen between the US and its top economic rival. Taken together, the steps amount to the most sweeping, forceful actions targeting Beijing of Trump’s second term and could complicate a deal to reduce China’s trade surplus with the US.

Israel won’t allow forces of the new Syrian administration to enter territory south of Damascus, Prime Minister Benjamin Netanyahu said yesterday, lifting the veil on long-term plans for its northern neighbor after the fall of the Bashar Al-Assad regime. Separately, Israel’s defense minister said a sweep for Palestinian militants in the northern West Bank could continue for a year.

The EU estimates that the first wave of Trump’s steel and aluminum tariffs will hit as much as €28 billion ($29.3 billion) of its exports in what would be a massive escalation in the trade war. Growing discontent with left-wing governments is helping fuel a market rally in Latin America on early bets that the next wave of elections in 2026 will usher in more business-friendly administrations. Does America’s ‘drug czar’ hold lessons for Canada?

The US has had a drug Czar for decades. Experts share how this position has shaped US drug policy—and what it could mean for Canada

Last week, Canada announced it would appoint a “fentanyl czar” to crack down on organized crime and border security.

The move is part of a suite of security measures designed to address US President Donald Trump’s concerns about fentanyl trafficking and forestall the imposition of 25 per cent tariffs on Canadian goods.

David Hammond, a health sciences professor and research chair at the University of Waterloo, says, “There is no question that Canada would benefit from greater leadership and co-ordination in substance use policy.”

But whether Canada’s fentanyl czar “meets these needs will depend entirely on the scope of their mandate,” he told Canadian Affairs in an email.

Canadian authorities have so far provided few details about the fentanyl czar’s powers and mandate.

A Feb. 4 government news release says the czar will focus on intelligence sharing and collaborating with US counterparts. Canada’s Public Safety Minister, David McGuinty, said in a Feb. 4 CNN interview that the position “will transcend any one part of the government … [It] will pull together a full Canadian national response — between our provinces, our police of local jurisdiction, and work with our American authorities.”

Canada’s approach to the position may take cues from the US, which has long had its own drug czar. Canadian Affairs spoke to several US historians of drug policy to better understand the nature and focus of this role in the US.

The first drug czar

The term “czar” refers to high-level officials who oversee specific policy areas and have broad authority across agencies.

Today, the US drug czar’s official title is director of the Office of National Drug Control Policy. The director is appointed by the president and responsible for advising the president and coordinating a national drug strategy.

Taleed El-Sabawi, a legal scholar and public health policy expert at Wayne State University in Detroit, Mich., said the Office of National Drug Control Policy has two branches: a law enforcement branch focused on drug supply, and a public health branch focused on demand for drugs.

“Traditionally, the supply side has been the focus and the demand side has taken a side seat,” El-Sabawi said.

David Herzberg, a historian at University at Buffalo in Buffalo, N.Y., made a similar observation.

“US drug policy has historically been dominated by moral crusading — eliminating immoral use of drugs, and policing [or] punishing the immoral people (poor, minority, and foreign/traffickers) responsible for it,” Herzberg told Canadian Affairs in an email.

Harry Anslinger, who was appointed in 1930 as the first commissioner of the Federal Bureau of Narcotics, is considered the earliest iteration of the US drug czar. The bureau later merged into the Drug Enforcement Administration, the lead federal agency responsible for enforcing US drug laws.

Anslinger prioritized enforcement, and his impact was complex.

“He was part of a movement to characterize addicts as depraved and inferior individuals and he supported punitive responses not just to drug dealing but also to drug use,” said Caroline Acker, professor emerita of history at Carnegie Mellon University in Pittsburgh, Pa.

But Anslinger also cracked down on the pharmaceutical industry. He restricted opioid production, effectively making it a low-profit, tightly controlled industry, and countered pharmaceutical public relations campaigns with his own.

“The Federal Bureau of Narcotics [at the time could] in fact be seen as the most robust national consumer protection agency, with powers to regulate and constrain major corporations that the [Food and Drug Administration] could only dream of,” said Herzberg.

The punitive approach to drugs put in place by Anslinger was the dominant model until the Nixon administration. In 1971, President Richard Nixon created an office dedicated to drug abuse prevention and appointed Jerome Jaffe as drug czar.

Jaffe established a network of methadone treatment facilities across the US. Nixon initially combined public health and law enforcement to combat rising heroin use among Vietnam War soldiers, calling addiction the nation’s top health issue.

However, Nixon later reverted back to an enforcement approach when he used drug policy to target Black communities and anti-war activists.

“We knew we couldn’t make it illegal to be either against the war or Black, but by getting the public to associate the hippies with marijuana and Blacks with heroin, and then criminalizing both heavily, we could disrupt those communities,” Nixon’s top domestic policy aide, John Ehrlichman, said in a 1994 interview.

Back and forth

More recently, in 2009, President Barack Obama appointed Michael Botticelli as drug czar. Botticelli was the first person in active recovery to hold the role.

The Obama administration recognized addiction as a chronic brain disease, a view already accepted in scientific circles but newly integrated into national drug policy. It reduced drug possession sentences and emphasized prevention and treatment.

Trump, who succeeded Obama in 2016, prioritized law enforcement while rolling back harm reduction. In 2018, his administration called for the death penalty for drug traffickers, and in 2019, sued to block a supervised consumption site in Philadelphia, Pa.

Trump appointed James Carroll as drug czar in 2017. But in 2018 Trump proposed slashing the office’s budget by more than 90 per cent and transferring authority for key drug programs to other agencies. Lawmakers blocked the plan, however, and the Office of National Drug Control Policy remained intact.

In 2022, President Joe Biden appointed Dr. Rahul Gupta, the first medical doctor to serve as drug czar. Herzberg says Gupta also prioritized treatment, by, for example, expanding access to naloxone and addiction medications. But he also cracked down on drug trafficking.

In December 2024, Gupta outlined America’s international efforts to combat fentanyl trafficking, naming China, Mexico, Colombia and India as key players — but not Canada.

Gupta’s last day was Jan. 19. Trump has yet to appoint someone to the role.

Canada’s fentanyl czar

El-Sabawi says she views Canada’s appointment of a drug czar as a signal that the government will be focused on supply side, law enforcement initiatives.

Hammond, the University of Waterloo professor, says he hopes efforts to address Canada’s drug problems focus on both the supply and demand sides of the equation.

“Supply-side measures are an important component of substance use policy, but limited in their effectiveness when they are not accompanied by demand-side policies,” he said.

The Canada Border Services Agency and Health Canada redirected Canadian Affairs’ inquiries about the new fentanyl czar role to Public Safety Canada. Public Safety Canada did not respond to multiple requests for comment before publication.

El-Sabawi suggests the entire drug czar role needs rethinking.

“I think the role needs to be re-envisioned as one that is more of a coordinator [across] the administrative branch on addiction and overdose issues … as opposed to what it is now, which is really a mouthpiece — symbolic,” she said.

“Most drug czars don’t get much done.”
